DEVOC
Dating back to WWII, the Department of War, in an effort to stay ahead of adversary military advancement and tech, established a special command whose primary mission was to develop, evaluate, and operate new military hardware. DEVOC operated out of the public eye, using available resources, vehicles, and tech to develop new technologies. DEVOC was comprised of Composite Units (DEVCOMs or DCs), each with a unique focus. The DCs were a motley crew of the best and brightest U.S. Military personnel from all branches.
At the heart of DEVOC was the Advanced Research Division (ARD). ARD's mission was to develop breakthrough technologies, focusing on high-risk, high-reward research to prevent adversary surprise.
The ARD was renowned for its "off the shelf" approach to development, often times heavily modifying existing tech and vehicles rather than fully developing new programs, which is costly and time intensive.
